Here are some tutorials I stumbled upon. Maybe this is what you are looking for?? I think instead of the mirror you could use glass on both sides with your wallpaper in the middle,

http://www1.hgtv.com/hgtv/cr_accessories_jewelry/article/0,1789,HGTV_3225_3832390,00.html

http://jewelrymaking.about.com/library/weekly/aa110103.htm

http://www.macaroniandglitter.com/solderedornies.html

http://www.craftster.org/forum/index.php?topic=168897.0

and two "ebooks" you can purchase:
http://www.joyfullycrafted.com/Shop/product_info.php?cPath=33&products_id=80
http://www.youcanmakethis.com/info/jewelry-and-beading/Hand-Soldered-Art-Glass-Collage-Pendants.htm

Hope that helps! After finding all this I think I'll have to try it, too!

You can get the little frames in charm forms from etsy.com or eBay.com. I have seen them in round and oval and some with filagree too. Go to supplies and put in charms or charm frames and see what you find. Can't help with a tutorial though, but you can try flickr.com and look in their craftabulous tutorials pool. Maybe try my half of the brain tutorials. Good Luck!

I don't know of a tutorial but I would look for the frames at a dollhouse supply store or maybe that section of a larger craft store. If you are able to cut glass (or use microscope slides) and solder, you can get scalloped-edge adhesive copper tape, used for stained glass. Examples here: http://www.etsy.com/shop.php?user_id=98486 (no affiliation).

I think Blue Moon bead company has those miniature metal frames. I've seen some really cute ones at Joann and Michael's.

Etsy is a great place to buy supplies, more reasonable than eBay, but harder to search. I have seen several small metal frames with small loops to hang them on this site. Perfect for pendants and earrings. Can't help with the how-to though!
